It is a new shrub that is not established yet. It may need water and its still small root system cannot uptake as much water and as fast as needed. The lack of internal water causes weak internal pressure in the veins. As a result, they limp. Limp or sagging leaves/flowers could thus indicate a need for water or they could indicate windy conditions that make leaves transpire faster than the roots can absorb water.
