Not crazy about the parapet looking elements on the roof, are they functional ?

I agree on the parapet walls. I'm guessing this is intended to be some sort of Italianate house. A very low-pitched hip tile roof would probably do the trick instead of that parapet unless you are planning for the roof to be used as a patio (but even still it makes the house feel top heavy).
