Hi, I have a 25x25 old concrete block detached garage that is badly in need of repair. The roof needs complete replacement, rafters and all. The floor is poured concrete that is badly cracked and uneven due to tree roots. Water seeps in through the walls and floor everywhere, and the entire structure is a couple feet lower than the house, including two slabs of concrete driveway leading up to it.

The goal is to insulate it and make it a dry area to use as storage/office/gym with electricity (no plumbing or heat), add a

door to one solid side and replace existing garage and single doors. I‘ve been told that I can redo it piece by piece, but I really need some guidance as to what needs to be done in which order. Replace roof first? Then grade the land around including driveway (I assume this will create steps) and pour over top of the existing foundation? But won’t that raise the floor quite a bit making the existing low rafters even lower? Should I wait to do the roof until after grading and fixing the foundation?
