You need to decide what you want it to look like before anyone can make suggestions. You also need to say where you are located since zone number doesn't give sufficient information on the local climate. Also be aware that 10 x 4 (if you mean feet) is a very small flower bed. Lastly I'd be wary of removing all your shrubs without further research. What will be left for winter appearance? What shrubs are they?

I would also caution you against removing all the shrubs. Shrubs and trees - woody plants - provide year round structure and interest to a garden. And most produce flowers as well.

Perennials and annuals are not year round plants and there will always be a period of time when they will be inactive or dormant - even in a zone 9 - and that means the garden will be bare and empty during that period. And bare gardens just invite weeds and undesirables :-)

If you want flowers for cutting, etc., then suggest you establish a dedicated cutting garden. These tend to be located in more out of the way areas in the garden as they simply do not look good for a large portion of the year.

As suggested above, post a photo of the current garden. Perhaps it can be expanded to add flowers rather than removing all shrubs, which as GG48 suggested, provide year round structure and interest, especially when herbaceous plants are dormant.

Location such as nearest large city and state or country are important. For instance zone 6 in MA tends to be acid, often moist but well drained soil. Zone 6 in KS will tend to be less well drained, more alkaline, and drier, so there are many plants that will grow well in MA but not be happy in KS. Likewise, there is zone 9 in CA, FL, and NM which will have different soil and moisture.
