I would prune it sometime in the future because if it started to produce fruit on it, you would just be adding extra weight and end up breaking the branch. I say later to prune because it's such a small tree and it needs these branches right now.

Leave it alone. The tree will drop those branches on its own. Break off any buds that grow from those hanging branches. I have hanging branches on my tree with leaves that drop at 3 years old. The branches dies then. I do not let those branches set out new growth but I let the tree use up the resources in the branch before dropping it.
