Help Diagnosing Cereus Peruvianus Monstrose Cuttings With Rot

I have some Cereus Peruvianus Monstrose cactus cuttings in pumice soil that appeared to take root and start growing. Recently, one of the two cactus has developed a "bruise" on top that I am afraid is a rot. Do I need to cut the cactus in half one inch below that bruise? Will the top actually recover and grow out?

I did not water these plants during the winter and they are in a shaded area, so I am at a loss what caused the rot to start. I am in the San Francisco Bay Area and the winter was not very cold, rarely below 40F.
