It still doesn’t have good enough resolution to ID the buds. Would you please take a closeup with something like a piece of cardboard set immediately behind the stems to help the camera focus on the stems rather than the pachysandra behind it.

It has opposite branching, so could be a maple or Viburnum or a number of other plants with that structure. The rate of growth is because it was cut back, but it still has a full set of roots underground gathering nutrients and water to help it regrow. It was severely pruned, but that won’t kill most woody plants, though there are exceptions.

The buds remind me of our moose maple, Acer pensylvanica, but the bark isn’t right for that and the zone is likely too warm anyway. It doesn’t look like the buds of Amur maple/ Acer grinnala or boxelder maple/ Acer negundo or the red maple /A. rubrum or A. saccharum/ sugar maple.

So I think it is a maple, but not one I know.
