Possibly manzanita, Arctostaphylos species. They often produce some brightly colored new spring growth. And are highly drought tolerant.

Yes. Leucadendron for me too.

Definitely Leucadendron. Could be 'Rising Sun' although that one might be redder. 'Safari Sunset' is much redder. Poor soil is best and never fertilize. They are short-lived (their life span is measured in decades not centuries) but you can't beat them for impact.
