If the builder is the painter, then it's his job to pull the tape and clean up paint from where it is not supposed to be.

As many problems as you've had with this so called builder, I wouldn't trust him to pull the tape. He'll probably end up pulling off paint too if it's been down for awhile. Tell your husband to do it since he selected the builder. Buy a bottle of Goof Off and clean the floors yourself. Again, I wouldn't trust this guy to do it without messing something up.
