If your soil is thawed and not too wet (a fist full will crumble when prodded), now is fine. If the soil is too wet, working in it will cause compaction. The rhodie and azalea will have wider, shallower roots. You can put onto a tarp or kids’ saucer type sled and drag to the new location. The less disruption to the roots, the more likely it will be happy, so if you have the new hole at least partly dug ahead of time, that is good. It is better to plant these a bit high/mounded than too deep.

I can’t give much specific info on the deciduous shrubs since I don’t know what they are, but before they leaf out is best for transplanting, the sooner the better.

For all of them, don’t add any additional materials to the planting hole, just use the soil you have. Water enough to settle soil around roots, mulch well but not against the stems, and if we have hot or sunny weather, rig a temporary shade for any plants that are leafed out, such as the rhodie or if your deciduous shrubs look sad after they leaf out. Regularly stick your finger down into the soil to check moisture levels for the first season, and don’t let it dry out.

They may not bloom, but they may. It depends on how many of the roots you get and what the weather is like as they settle into the new site. If it is really windy or hot or the root ball incurs a lot if disruption, it is less likely they will bloom. If they are moved with a relatively undisturbed root ball and it is overcast and humid after moving and get good care, they may not show much effect of being moved. I don’t know what size they are or how long they have been in that spot or your new site’s soil or light or any of a bunch of other factors. If they don’t bloom this year, unless you have created a lot of disturbance in moving them or they get poor after care or they don’t like the new site, they should bloom next season.
