Oh, lordy!! Virtually impossible to say unless one is a moss specialist. There are more than 10,000 species and this looks like it could be any one of many......just dormant or dead.

Hmm ya, perhaps Funaria hygrometrica or Entodonseductrix?

Is it that color year round?

No idea what kind of moss it is but the golden brown color are the fruiting stems with spore capsules at the ends. The 'moss' leaves down at the bottom are more greenish.
