It could be the start of shothole disease, which is extremely common to cherries and other members of the Prunus genus. It can be both fungal or bacterial in origin but generally requires no treatment....it is mostly cosmetic damage and will not prevent the tree from photosynthesizing and growing well or producing fruit, if that type of cherry.

It is an option. But not the right time to apply now and really not needed. FWIW, cherry trees have a disproportionately high incidence of disease and pest issues. A dormant spray in winter (and you can include the copper at that time) can help to reduce these problems.

It is important to understand and evaluate the issues before you immediately reach for something to spray. Minor leaf blemishes - like these - and many light insect infestations do not require treatment and do not impede the tree's ability to grow and be productive.
