Non running Briggs

I have a self propelled lawn mower with a 6.75 horse Briggs and Stratton engine that has been standing a long time with no fuel in the tank. Trying to get it running and it will putt-putt but will not run. So far I have swapped the carb out for one off a running engine, used clean fresh fuel in the tank,, checked the compression which is about 60# which seems a little low but I have an identical engine with even lower compression that starts and runs fine. I have checked the flywheel key and it is fine and while I was doing that, cleaned and re-set the magneto to specs. There is no primer as it has an automatic choke mechanism that seems to move freely. When you try to start it, you usually get a couple of putt- putts but nothing else. It has all the elements to make it run bust won't start and run like it should. Everything that the book says you need to run is there and I have run out of ideas.

Anybody with any ideas is welcome to share them. Thanks in advance.
