Should I have two filters installed?

I have two filters installed for my Central unit. I was wanting to know if two filters are necessary for it. Also, will I need to change the fluffy filter? It’s has never been changed for 16 years.
By the way: Behind the Black dotted filter is where the air goes up into the roof.
