This might be a bit of an overkill but have you considered using rubber cement or epoxy? It should be fine for what you'll be using it for. Rubber cement is malleable under varying temperatures and epoxy is meant to harden and hold into place whatever two pieces that you want stuck together. It's also quite durable but relative to rubber cement, it won't remain as flexible, relatively speaking.

I don't think there is a way to fix broken pieces so they remain strong and more important, food safe. Once the cup (or whatever) is broken, the bisque under the foodsafe glaze will absorb liquid. Glue won't keep it out. Far as I know glue won't "seal" a piece of ceramic. And I would never trust the handle with the added weight of hot tea or coffee. If you only use it for a decorative piece or to hold pencils etc then it won't matter what glue you use as long as you can do it neatly. Just my opinion. Rosie
