To be perfectly honest?.......none. Virtually any common herb is well suited to outdoor culture but very few are happy in indoor conditions. Even overwintering cold sensitive ones indoors is an ordeal for most and typically winds up with far more failures than successes.

You may have better success during the summer months, only because of increased light intensity and the usually better air circulation due to open doors and windows. But in general, herbs make very poor houseplants.......sorry.

Would it be any easier to grow lavender indoors, as long as I supplemented natural light with artificial grow lamps?

Not really. Lavender in particular wants full sun (not a grow light) to bloom well or at all.

Most of the herbs commonly grown and used in the USA are Mediterranean plants and these tend NOT to survive indoors, much less thrive. However, I have had luck with some more tropical plants with culinary uses. Sweet Neem or Indian Curry Leaf (Murraya koenigii), ginger, and turmeric have been good for me indoors though the winter. You might also try basil and lemon grass.

I’ve had success with sweet basil in the past indoors by a sunny window or bay window.

I tend to have partial luck with Rosemary. Though it does get powdery mildew towards the end of the winter. I cut it back and throw it back outside as soon as it get warm again. Perks right back up.
