Not necessarily, but you should cut off that cane at least 2 inches below the black part. Can you post a further away picture of where it is? Does it get any sunlight? Does it have very good drainage? Drilled holes are fine, but it should also be up on bricks, or something, to keep it above whatever the pot is sitting on, so the water will be able to get out more easily.

Tips of branches doing that are not serious if the rest of the plant looks good.

I normally keep it not under our porch roof, and it would get plenty of sun. Right now it's at the edge/under the porch roof where it doesn't get any sun after 12/noon. I need to talk to hubby about it - I think he keeps moving it back under there! I will put it up on blocks as well. I tried to make the soil well draining but I did wonder if the holes were enough.

I plant my potted roses in Miracle-Gro Moisture control potting mix/soil? It is at all of the H.D. and Lowes. A moisture-retentive growing medium is important. I have tried all kinds of mixes and concoctions and had my best luck with it.

Do not let the plant dry out, and make sure it receives morning sun only. Potted roses and full sun is a recipe for disaster... I use to keep bands on a wagon ( the one with open wiry sides and bottoms. The water would drain through the holes of the cart and I could easily move the roses onto and off of the covered patio.

I agree with Sheilah and Jackie regarding the rose bush health and getting it up on bricks...
