Repair vinyl shutter?

My mother has a long vinyl shutter that blew off in a winter storm. The vinyl broke away from the two screw holes on one side of the shutter, leaving two jagged holes -- I didn't measure but I'd say the holes are at least 1" wide. I'm trying to think of a way she can patch the holes so that it can be repainted and put back up. It's a 2nd story shutter on the far side of the house so any repair doesn't have to look perfect, it just needs to hold a screw securely. My initial thought was to glue a strip of wood onto the back of the shutter behind the holes, then do some kind of cosmetic fix for the front, but I'm wondering if there is an epoxy putty or something else that would work better. Any ideas on how to best patch it?
