There's a product by JB Weld that is a putty that can be molded to any shape and bonds to pretty much anything. You could use it to fill the hole and then sand it flat afterwards.

Thanks, greg_2015! I was searching on-line yesterday and came across both JB PlasticWeld and Oatey Fix-it Sticks (and dozens of other things) and I wondered if they'd be possible options. Much better to spend $8 and try the repair than it is to buy a replacement set of shutters for 10 times that amount. :)

They do sell the shutters at Lowes. I dont know if you have to buy a pair, or just one, but, it might be better to do that, so it will be secure, when reinstalled.

Instead of wood, use metal mending plates, they come in various sizes, then use bondo or similar product.

Trying to just fill the holes in and expect them to hold screws over the long term is dubious. I agree with using mending plates, which you could attach to the backside with epoxy, drill holes through them for the screws, attach the shutter, and patch and paint. However, if you just buy a replacement shutter, it would be a whole lot less hassle.

Just coming back to say that I decided it made sense to repair a vinyl shutter with vinyl, so I cut some pieces from extra vinyl siding and used that along with the JB PlasticWeld to repair the cracks/holes in the shutter. It worked great! The repair is very solid.
