Dragon Tree’s Second Head

I have had my dragon tree for fifteen years. Today I repotted my tree and noticed that the root system was brittle with little new growth. Most of what was there I had to remove because it had turned black and easily came away in my hand. I have a feeling it had been suffering from root rot this last year. The tree also felt different--if that makes any sense. It felt cold; had lost resistance when I pushed against its trunk gently with the flat of my palm. I have also discovered a small light green new growth at the base of the tree. I initially thought the new growth was a root growing in the wrong direction. But upon inspecting the growth during repotting, it looks like it could be the head of a new tree. Can dragon trees even grow a second head without being pruned? I’ve had this plant so long, I don’t know what to make of the changes. Can anyone help explain what has happened? Has the main tree died and a new shoot is trying to come back? This tree has come back from the dead on more than one occasion over the fifteen years I’ve had it. Please help. Pictures provided.
