Hello! I'm finishing a room in my basement. The room has a waste pipe from a 3/4 bathroom going down the wall. The pipe has a cleanout cap by the floor,

and sanitary tee capped off by the ceiling.

I do not know what the sanitary tee is for. I plan on making the cleanout cap accessible through the drywall. Do I need to make the sanitary tee accessible too? If yes, I could put a 90 degree turn on it so it sticks out through the drywall. If no, I can just enclose it behind the drywall.
