Whatever pretty stone you put out there will quickly get covered in dust, dirt, pollen, bird poop, rodent poop, grease, etc. I have an outdoor granite counter that is not under roof and faces directly west in So CA, so it gets baked by the sun daily (except for the last few months that have been unusually rainy, overcast and cool). No issues with my granite counter, other than it is one more outdoor chore to keep it clean.

Are the guys that are making comments fabricators?

Sounds like both guys have no clue what they're talking about considering quartzite has been outside in the elements for thousands of years. I have quartzite outside facing south in FL. No problems.

No problems if it truly is a quartzite perhaps. I would be suspicious-- the name sounds a lot like Azul Cielo Marble, perhaps quarried in Brazil or Argentina?

Thanks for the responses. So Cal & So Fla don't face the same issues I'm concerned with - namely water entering the microfissures, freezing, and then cracking the quartzite. Apparently what I need to avoid are the ones with "mesh backing", perhaps indicative of additives such as resins? Ugh.

Actually resins make the material stronger.
