In my area, bamboos push the most culm growth in spring at the start of the growing season but can and do produce new culms at any time of year. YMMV

FWIW, digging up and replanting is not helping at all. And 2 weeks is hardly sufficient time for it to be doing much of anything other than settling in. Just leave it be!!

It needs time to recover. If you're lucky it may put up some new growth next spring, and those are likely to be smaller diameter shoots.

Living in Australia, I learned that there were clumpers and spreaders, Didn't learn that till after I'd bought and planted and once it started to spread EVERYWHERE!!! Garden centre I got it from told me they only sold spreaders, but they sold, in another area, barriers to "contain" it of you didn't want it to spread.
