All vinegar does is dry up or desiccate the leaves. It is not translocated to the root system, like RoundUp/glyphosate or other purchased herbicides. That is often enough to kill off annual weeds but has little to no impact on most perennial weeds or those with deep tap roots - dandelions, rumex, horsetails, bindweed, etc. Just kills the top but they regrow rapidly. And it has to be sprayed in sun - it is the phytotoxic reaction of the vinegar in the sunlight that burns or dries up the leaves. The stronger the vinegar, the more effective the application. If you can find it, 20% horticultural vinegar will work much better than 5% table vinegar.

But use with caution - vinegar is an acid and the 20% stuff is caustic and can irritate skin, should not be inhaled (use a mask) and keep away from face and eyes. And like glyphosate, it can damage any plant it is applied to or manages to drift onto.
