Looks like a pretty healthy scale infestation. And that's abutilon, rather than abudalon :-)

scale is not easy to control ...

usual control is precise to when babe wriggle out from under dead mom .. and they can be sprayed while soft ...

once they harden up.. they become immune to surface attack ...

when i have battled such ... i ended up going systemic ... so that the plant becomes toxic to the little bat turds ... lol .. meaning.. you have alternatives.. if lesser remedies fail .... your choice ..

many scale are specific to the plant.. and the proper treatment might be specific to the bug ... do your research and act according to your whims ... [though i would have expected gal to mention such.. if it were important here]

Thanks a bunch Ken. The infestation seems to be quite localized , so we may simply cut off the branches and burn them.... I am not in charge - but that seems to be a good way to start...
