Fringe tree requires full sun for optimal flowering. 10x10 is too close to house. This tree will be 20x20. I would either look for a different spot or leave it as is. My Tokyo Tower Fringe puts on between a foot to 18 inches a year, not slow but not willow like growth either. Regarding the pear, I have a stump where there was a pear until Thanksgiving 2018, when it split and fell apart in every direction and hit the house (luckily no damage). When that happened, I got rid of the other two also that were planted at the same time about 10 years ago. Stay away from them. Any privacy you get will be short-lived in tree time.

I am not familiar with fringe trees and I am wondering how this is going to give you privacy on a second storey and what is the reasoning for this kind of privacy screen at all. Maybe post some pics of your house and the issue there might be better solutions. Any treel alrege enought to screen a 2nd storey needs a lot further planting than 10 ft from the house.

i believe cleveland pear are invasive in some areas ... you might want to rethink that decision ...

and.. just for good measure... the flowers on a larger tree stink ... will offend you .. greatly ...

Emerald ash borer can attack fringe trees where the borer is present.

In case another gardener may be helped on a small tree transplant decision, the American FringeTree (chionanthus virginicus ) was transplanted (Fall). She budded and leafed out by April.

Site prep and the move were arduous! Nevertheless, she is doing well. Pics attached.
