I'd recommend starting with a rooted plant. Jungle Jack's has some great plumeria starting at 17$ plus shipping. They come rooted and in a pot. Cuttings are great and a very rewarding process, but you will be waiting a while for a growing plumeria and maybe a year or two for flowers. I have no experience with etsy. I have only ever bought cuttings from Maui Plumeria Gardens. They are great and throw in an extra "mystery" cutting with every order.

If you can, look around and see if anyone has a tree, than ask for a cutting. Most people will give it to you. I know when people have asked me for anything in the yard, I always give it to them.
