I believe the pinch in the leaf is insect damage when it was just forming and the spots are some sort of rust. I have a celadine that is doing it pretty bad. I usually dont treat it, I just remove all of the infected leafs. Maybe someone else can chime in for treatment.

The spots are rust, fungal. Treat if you want, or don’t.

Usually, leaf margin malformations similar to this are due to root problems or insufficiencies; typically seen in newly rooted or transplanted trees or cuttings. Im not sure about insect damage as the margin follows the indentation, and it’s not bilateral, but it’s possible. The leaf looks fine for function, so I wouldn’t worry about it.

Routine spraying of neem oil on all leaf surfaces is usually pretty good at controlling rust (in conjunction w/ defoliating infected leaves) and controlling/driving off any sucking insects.
