Aphids. Spay them off with the hose. You probably won’t get them all the first time, but if you keep doing it every time you water they shouldn’t be a problem.

If water doesn't work, you can try "insecticidal soap". I usually use "Safer".

My experience is that Safer Soap kills the little buggers almost instantly. I have not had any ill effects on the plants.
