Wow - lots of variables to putting together a price. The biggest variable is WHERE you live. NYC labor price (to make the panels) is much higher than almost any other region. The cost of the fabric is another big variable - this is a very "full" look, and the ceiling is tall, so in this photo there are probably about 24 yards (very rough calculation), so a $20/yard fabric will a whole lot less than a $200/yard fabric.
Not knowing where you are, and assuming you are a retail customer, I suggest Calico Corners as the most economical place to purchase custom window treatments.
