What's wrong with my peonies?

Hi everyone, I need some advice on these peonies I planted as roots last fall (pretty late - mid-October, I think). The variety is 'Mrs. FDR'. I purchased them mail order from a fairly small nursery because unfortunately none of the more well-known places had any left of this variety and I didn't want to wait another year. I was glad to see them all come up this spring, but as you can see from the pictures, the leaves are all bleached out and discolored. They also seem to be a bit narrow and curled up. Could this be a virus? Or the result of cold damage early this spring? (I live in Maine, but none of the other established peonies I have look like this.) Or something else? If it's a virus, I will just remove them and replace this fall. If I do should I also replace the surrounding soil? Thanks so much for any advice you can give!
