how long should i wait till leaves appear higher up on a fig tree.

I have a 7 year old fig tree that is around 10 feet high around 25 stalks. I didn't get a chance to cover the tree last winter and now, I only have some leaves on only about 6 stalks and the leaves are only on the bottom 2 feet of the stalks. I don't know if I need to cut the tree down to about three feet tall.
