So this is an open ceiling with all the pipes and wiring visible? IMO a drop ceiling is a much better choice and eliminates the need to paint at all> If I am wrong on this please describe what you are wanting or better yet post pictures BTW oil based paint stinks for ever

We had the ceiling in our semi-finished basement painted in flat black which helps to visually hide all the pipes, etc that are up there. The painter used regular latex paint and sprayed it with an airless sprayer. It was quick to do and was a marvelous improvement.

A chain curtain was added to separate the storage space.

Prime the PVC pipes with Stix primer. Spray & back-roll the raw, unpainted ceiling beams with an acrylic black stain. That will stick to the primed pipes & wires. Spray a 2nd coat of stain or black acrylic paint. You can also brush and roll but that'll take some time.
