For whatever reason not enough water is getting to the top. Poke around in the soil at the bottom of it and make sure it is not dry - or soggy wet and smelly, between watering sessions. If plants are too wet and the root system starts to fail the top may often behave in a similar fashion to when the soil has become dried out. Also if there is a history of a plant being too wet it may be infested with root-rotting water molds, which come with it onto a new planting site, continue to damage and kill it after planting.

As an aside "transplant shock" usually refers to the effects of root loss on plant tops resulting from transplanting. This is an occurrence that is not corrected by fertilization - a procedure that only addresses mineral deficiencies.

Ok, thank you for the suggestions. I'll talked a look at the soil. I was wondering if maybe I was over watering, or the water wasn't draining well. The other three plants look good though in the same soil with the same care.

At our local nursery, the transplant fertilizer was recommended. This is what I used:

I checked the soil, down to about 4-5 inches. It was actually pretty good, not dry but not soggy wet either.

Key thing at this stage - before they have rooted out well - is what conditions are like inside the potting soil they came in, and not the existing soil around them. If you are only looking at the latter you need to go back and check the former.

How did you end up improving the health of this star jasmine?

Hi tirzah - I left it alone for a few days to dry out and made sure it wasn't over watered.  I added fertilizer than started watering every 3-4 days.
