cabinet shims needed on custom cabinets?

Wondering if anyone has encountered something similar...
Our Cabinets were installed and leveled. Quartz Countertops are ready for our install next week. Foreman noticed there is no space between top of cabinet drawers and doors and the future countertop- in other words it’s flush with tops of cabinets. Cabinet people said that any reputable countertop installer should note that and make a shim, countertop people say they have no idea what they are talking about and defer to our contractor to make the shim. Contractor says they will do it for added cost and really it was the job of the cabinet maker to make it right.
Who is right? Who is responsible for this? Is it a mistake? These are high end custom cabinets. What should I do?
