Call the local municipal building and inspections department and ask them - they will have the most current information. If it's a temporary/moveable pool, then it's unlikely to require permits but a built-in above ground pool (eg with a deck around it) likely will.

I disagree with Sktn, although its "temporary and moveable", there is still electrical that needs to be done correctly, you most likely need to be within certain set backs, but every area and every town is different. Best advice is to call your local building department and find out what the code is for your area.
