Arizona Ash....transplant shock?

Our Arizona Ash tree needs help. It was planted in May and seems to be
getting worse. It gets plenty of water and when I scratch the branches and trunk the first layer is still bright green so that makes me think it's in transplant shock? But the limbs do break off easily. Any advice, tips or tricks? I don't want it to die...help please!!
