Is my pecan graft alive?

In mid May, I preformed a four flap graft for a pecan tree. None of the buds on the budwood have grown, so today I decided to check the graft. When I removed the tape and foil, it appeared that the woods have fused, but there was this white fungus stuff on the graft site. Is the graft alive with the fungus stuff on it, or can I try to save it? All input is appreciated!

    Scratch the bark off from the the piece that was grafted in a few different spots, if it's dry, brittle, and there is no sign of green beneath the surface, then it it is 100% dead.
