OP states zone 10b hot and humid. But since the plant appears to be indoors that's not really very important. A couple of blotchy leaves is not a reason to throw an orchid away. And vinegar is used as a herbicide so I'd never spray it on a plant. If the marks wiped off with that they'd probably wipe off with plain water too. My feeling is that it's a cultural issue since it came on after moving to your workplace.
