Leave it alone and see what happens next year. It can take a while for new growth to appear. Bamboo like water, unless they sit submerged in it for weeks.

I have bamboo along my fence for privacy its gotten minimal water this summer and its looking weak ,brown tips, on the leave and yellow stalks , will the winter bring them back? i am watering every other day now.

When bamboo get too little water and the culms (stalks) turn tan, that can be a bad sign. If the clump has not started to die, it could take months to recover. It’s pretty impossible to over-water bamboo, so keep soaking it.
