Knowing where on the planet you are would help. Otherwise, you could put a fake boulder on it and put plants elsewhere.

Interesting choice...I notice that they grow up to 4'. Might be tall for that area?

LOL!!! Yes...the neighborhood cats might be all over it since there are a couple of cat people that live around me that are always feeding cats.

Coreopsis are deer/rabbit resistant. There are many varieties but C. V. 'Moonbeam' is a favorite or the old reliable C. g. 'Sunray'. These will bloom for a very long time but start later than Nepeta.

Nepeta would fit your criteria best imo.

The only truly deer and rabbit resistant things come with fences.

If it were mine, I would either make the bed larger, or remove it entirely and ignore the conduit box. Right now, with a bed that size, I expect that even when planted that it telegraphs that it exists only hide utilities. Perhaps put a large planter there and a matching one on the other side of the drive for symmetry If you don’t want it larger and aren’t able to ignore the utility cover.

Not much effort to plant it to lawn grass or add a couple of half whiskey barrels.

RE: Lucifer crocosmia, deer just went through my friend's garden and ate every single blossom. I've never had that happen, neither had she.

Just put a planter barrel of deer resistant annuals on top of it. I’ve had good luck with dipledenia (mounding form of mandavilla) with deer. But be sure to also spray with a deer resistant, because deer are attracted to the fertilizer in new plantings.
