Help with lawn in DC area

We've had recurring problems with the lawn in our driveway circle. We don't salt the driveway, so it's not that. The area gets about 4 hours of direct sun per day. Previous attempts at seeding have resulted in almost all weeds, so in late spring, we had a landscaping company lay sod. I think it's mostly red fescue. We've been diligent about watering deeply, but the grass has gradually but steadily browned to the point where the only green spots now are weeds. Is it dormant or dead? We've had a hot summer and lots of rain. If we seed it, should we use red fescue again? I've also read about zoysia grass as being shade tolerant, but I'm afraid it may not tolerate our winters. Any suggestions?
