Craftsman Mower 917289344 will not charge

The mower will not output dc voltage through the regulator.

I'm getting 42 v AC from the stator. But I can't get any volts from the B+ terminal on new regulators.

I bought several after market regulators and both report 0 volts DC at the regulator.

I've tested continuity to the battery and wire appears fine.

Are the after market regulators from Amazon just garbage? or is something blowing them.

I disconnect the battery when installing the new regulators and ensure they are grounded before rewiring battery and starting mower.

I did remove the rubber from the plunger in the fuel shut off solenoid so i can start it, else the engine can't get the solenoid to open, because it does not have power to solenoid. not worried about the carb, as I have extra one on shelf.
