Last time I looked named horticultural strains of opium poppies were still a garden center item here, with seed packets on the racks or available on the web. Otherwise if there is some reason why you just can't buy them maybe at some point you will notice somebody in your area growing them, who you can get seeds from when the pods are starting to mature. In my area this appears to be quite frequently grown, as a reseeding annual.

With the flax also you should be able to find and buy seed packets fairly easily.
