Problems with plumeria cutting

I am from New Zealand. I am concerned about my plumeria (frangipani) cuttings that I brought online. They arrived with dried ends that were “calloused”. They had not been treated with any rooting hormone.

I planted them in a pot in a mixture of potting mix and pumice placed them on a heatpad (with a dish of water on the pad to help with humidity) inside for 40-50 days. They were not watered.

Unfortunately both have shrivelled and gone somewhat a bit soft in parts of the stem – please see picture.

There are no sign of roots but when I pricked spots throughout and they all produced sap.

This is my first experience with plumeria cutting and I am not sure what to do.

I found this video on Rehabilitating Plumeria Cuttings https://www.youtube.com/watch?v=t8HBqTsZvDs

and have put them in water to see if they will firm and plump up.

I am not sure whether

- it is worth adding hydrogen peroxide

- whether to put the whole stem in water or just the bottom part

- how long to leave them

Various posts recommend different things

I would like to hear from anyone who has had similar experiences and what worked.

Thanks
