Those stacks are for looks only and shouldn't be used for a real dinner service. Of the plates, only the charger plate and the bread plate (which is not stacked, but is placed at the upper left of the setting) should be on the table before dinner starts. If you aren't concerned with being perfectly true to protocol, you could also have your plated salad, plated appetizer or soup bowl already atop the charger right before the guests are seated.

It's not a "charger", it's a "service plate". A charger is much larger.

Maybe it's a geographical thing, but where I come from, a "charger" is the same thing as a "service plate" - slightly larger than a dinner plate but smaller than a serving plate.

Calling the service plate a "charger"is an American thing which, as these things go, is taking over everywhere, like calling a formal afternoon tea "high tea". A charger is large enough to hold a baron of beef.

The stack is for show, you wouldn’t seat guests to a stack of plates.
