Does it produce any berries? I am not quite sure that those leaves look right for a rhodie (reminds me of a holly) so, I wanted to ask for your location and usda zone. Oconee Azalea is deciduous (loses leaves in the Fall) and usually grows in zones 7-8 or 6b-ish to 9a-ish. Common in Georgia and South Carolina. If it never blooms, it is something else or it is growing out of zone... those would be my first thought. Oconee starts producing flower buds in the Summer or early Fall so it is best to prune it after it has bloomed.

I think the signage is misplaced :-) If the azalea, it would be bare of any foliage by now. And the foliage of rhodies and azaleas is produced in whorls or spiral around the stem, so you would never see random leaves popping out here and there. It would also be extremely unusual to see one growing that tall..........8-10' is about the max.

They misplaced it or maybe they once had the azalea growing there and it died. The most recent picture shows a single red berry, common in hollies.

Ha! I have some of those holly trees and have "experience" looking for any leftover berries after a great number of (sometimes loud) small birds land on the holly trees for a few minutes in the Fall and eat almost all of the berries. Amazing to see. A really WOW! moment. The tree has lots of red berries one minute and, after the swarm leaves, there are just a handful left. Hard to find those few leftovers berries.
