Mystery vent???

Anyone know what this is? Runs along the outside only - straight through the eave of the roof and down to the earth - doesn't seem to enter the actual house anywhere. But the air it vents is warmer than the outside air. Not hot by any means, but steams when it's cold out.House is a 1920s California bungalow.
