Is there a window above the area, doesn't have to be directly above. Possibly the flashing on top of window, water leaks down to lower level . Paths of water leaks can be crazy. Sister had a leak in ceiling in basement, no water pipes anywhere near. It came from a roof leak that found its path through main level with no obvious harm also about 15 feet to the east of where it ended up in basement, it followed a roof joist down at a angle. Find out where the neigbors was coming from and hire the same person to repair they did. Its most likely from the same place, if its the same builder.

The builder fixed our neighbors. For some reason we have the exact same leak and they refuse to admit it’s probably the exact same thing. Its the most frustrating ridiculous thing I’ve ever experienced.
