Type/additive for polished concrete floor?

We are thinking of polished concrete floors. A friend just built an expensive home with contractor knowing she wanted polished concrete floors. Contractor said additive to concrete in mixer/truck would be done. Her home is 1year old and floors giving off 'concrete dust/powder'.
What did concrete people do wrong?

Normal until it’s epoxy sealed. She likely didn’t want to pay for that step.
