Since many use citrus for bonsai, you could certainly maintain a tree within that size. If the tree were a grafted tree, a three foot tree could certainly produce fruit. I've grafted trees potted that are 3-4 feet. You would need to trimj, but if the only sun that it receives is the window, then you should certainly be more limited in growth.

Calamondi, kumquats, I think, would be better plant to keep short. Meyer lemon is a hard one to grow. Calamondin not so much.

Thanks for the replies. I have one (tiny) Calamondin so far and I like it, but was hoping to pair it with a different sort of citrus, hence why I considered the lemon. But now I will also consider the kumquat. Any other good contenders I should consider? Kaffir lime? Also, I will be putting all of them out on the patio during the summer, so they'll get a little extra sunlight then, but that's only like ~5 months out of the year at best. The rest of the time they'll pretty much have to live on the windowsill. Thanks again.

Key lime. Any type of lime. Navel orange. Oroblanco grapefruit are all supposed to grow well indoors.

The Fukushu Kumquay tree take a beating and still keep their leaves. Meiwa is a good choice

I you keep the plant indoors all year, it will reach for light and become really difficult to maintain in a more compact, dense form. If you put your plant outdoors in summer, you will likely get better results.

Thanks, the trees will be out on the patio as often as possible, but that's probably only like May-September, give or take.

I haven’t grown it but Meyer on it‘s own is said to be a large tree. Dwarfing rootstock will help. Many sellers do not tell you the rootstock, tho. And Meyer is frequently sold as a rooted cutting, meaning it will get large

Kumquats are great (my fave) and I have a limequat that is pretty awesome, too. Still waiting on my sunquat to fruit.
